Mayor Kevin McCann - Home Rule Hero Recipient

WINTER SPRINGS, Fla. — The Florida League of Cities has recognized Winter Springs Mayor Kevin McCann with a 2026 Home Rule Hero Award for his advocacy on behalf of municipalities during the 2026 Legislative Session.

The award honors local officials who actively communicate with state lawmakers, provide a local perspective on proposed legislation, and work to protect the authority of cities to make decisions for their own communities.


“I am honored to receive this recognition,” McCann said. “Home rule is about ensuring that the people of Winter Springs continue to have a meaningful voice in decisions affecting their neighborhoods, public services, and the future of our community.”


Home rule allows local governments to address local challenges without unnecessary state interference. McCann has consistently advocated for Winter Springs’ ability to make responsible decisions involving growth, development, infrastructure, and neighborhood preservation.  His advocacy has also included protecting Seminole County’s Rural Boundary and opposing one-size-fits-all mandates that limit the ability of residents and local officials to determine what is best for their community.


“Florida’s cities are not all the same,” McCann said. “The residents who live here understand Winter Springs better than lawmakers hundreds of miles away. Important local decisions should remain close to the people they affect.” McCann said he will continue working cooperatively with state leaders while defending the right of Winter Springs residents to make local choices.


“Protecting home rule is not about rejecting cooperation,” McCann said. “It is about respecting local voices and preserving the ability of each community to shape its own future.”


The Florida League of Cities represents municipal governments throughout Florida and promotes the principle of Local Voices Making Local Choices.
