Mayor McCann understands that utility bills, property taxes, and other household expenses directly affect Winter Springs families.

Winter Springs faced aging infrastructure that could no longer be ignored. Addressing it required difficult financial decisions, but the City also pursued grants, principal forgiveness, interest-free and low-interest financing, and strong financial ratings to reduce the long-term burden on residents.

Winter Springs continues to maintain the lowest municipal operating millage rate among Seminole County cities. At the same time, rebuilding aging water and wastewater systems has required utility-rate increases. 

Mayor McCann believes residents deserve an honest explanation of both the costs involved and the consequences of continuing to postpone these essential projects.

Affordability is not simply about delaying necessary expenses. It is about providing dependable services, pursuing every available outside funding source, protecting taxpayers from unnecessary costs, and making responsible decisions that prevent even greater expenses in the future.
