Building on years of work by city leaders, professional staff, and pension trustees, Mayor McCann has supported disciplined budgeting and long-term financial planning that have strengthened Winter Springs’ financial position. This financial strength has helped position the City to secure favorable financing for major infrastructure investments while reducing the long-term cost to residents.

Accomplishments

• Helped achieve an upgrade in the City’s Fitch Issuer Default Rating from AA+ to AAA, the agency’s highest rating

• Supported the continued recovery and responsible funding of the City’s pension plan, which is now more than 105% funded

• Helped position Winter Springs to secure low-interest and interest-free financing for major infrastructure projects

• Secured approximately $19.2 million toward construction of the new East Wastewater Treatment Plant, with half provided as a 0% loan and half provided through principal forgiveness

• Supported improvements in financial reporting and accountability, with the City’s most recent annual audit completed three months ahead of schedule and with no recommendations

• Maintained investment in essential public services while balancing immediate community needs with future financial obligations
